Rosemary S. Pooler

Rosemary Shankman Pooler (June 21, 1938 – August 10, 2023) was a United States circuit judge of the United States Court of Appeals for the Second Circuit. Early life and education Pooler was born Rosemary Shankman in New York City on June 21, 1938. She earned a Bachelor of Arts degree from Brooklyn College in 1959, a Master of Arts from the University of Connecticut in 1961, and a Juris Doctor from the University of Michigan Law School in 1965. She also attended the Program for Senior Managers in Government of Harvard University in 1978, and earned a Graduate Certificate in Regulatory Economics from the State University of New York, Albany in 1978. Early career Following graduation from law school, Pooler entered private law practice in Syracuse, New York. In 1972, she was appointed Director of the Consumer Affairs Unit in the Syracuse Corporation Counsel's Office, serving in that post for a year. From 1974 to 1975, she served on the Syracuse City Council. In 1975, she was appointed Chairman of the New York State Consumer Protection Board, serving until 1980. The following year, she was appointed to the state Public Service Commission. In 1987, she served as a committee staff member for the New York State Assembly. Following a stint on the faculty at Syracuse University College of Law, she served as Vice President of Legal Affairs at the Atlantic States Legal Foundation from 1989 to 1990.
