Andrew James Pilley (born 26 May 1970) is a businessman and former chairman of two football clubs, who was convicted of fraud in 2023 and is currently service a jail sentence. He was previously the chairman of Fleetwood Town F.C. in English football League One and Waterford F.C. in the League of Ireland First Division. Pilley was also the chairman of an independent commercial utility group BES Utilities.
