The Union Cabinet approved the BHAVYA Rasayan scheme to establish three dedicated chemical parks under Bharat Audyogik Vikas Yojana, announced in the FY 2026-27 budget. The scheme has a total outlay of ₹3,030 crore over five years (FY27–FY31), with ₹3,000 crore earmarked for establishing common infrastructure and utilities and ₹30 crore for administration. The Centre will provide up to ₹1,000 crore per park, subject to a minimum state contribution of ₹500 crore. Each park will be developed via a Challenge Route with a minimum encumbrance-free land area of 8 square kilometres and will offer plug-and-play infrastructure including effluent treatment, waste disposal, water supply, solvent recovery, steam and pipelines, plus integrated logistics and warehousing. The scheme aims to strengthen India’s chemical ecosystem across upstream, downstream, and ancillary sectors, improve resource efficiency, cut logistics costs, and boost exports while ensuring centralized environmental facilities to meet regulatory standards. The plan seeks to integrate domestic chemical manufacturers into global value chains and reduce dependence on imports by fostering eco-friendly and cost-competitive industrial hubs.
