Norway plans 9.2B aid for Ukraine 2027
Norway plans to allocate 85 billion NOK (about $9.2 billion) to Ukraine in 2027, staying at the same level as 2026 under the Nansen Support Programme with a primary focus on military aid and direct procurement from Ukraine’s defense industry. The package is framed as long-term support for Europe’s security and will be submitted to the Storting for approval after being discussed with Kyiv. About $7.5 billion is earmarked for defense and roughly $1.6 billion for civilian aid, reconstruction, and humanitarian relief, guided by Ukraine’s stated priorities. The plan follows prior Norwegian contributions, including a NATO PURL pledge, reinforcing Oslo’s role as a major European backer of Kyiv. Leaders from the Nordic and Baltic region, including Prime Minister Støre in Kyiv, have used the visit to underscore broad domestic political support for continuing aid. The package is designed to be sustained over time, reflecting Norway’s view that supporting Ukraine is an investment in Europe’s security and stability.
